Updated: October 9, 2026. On October 8, the Chiayi City Government Health Bureau announced the results of the “115th Annual Special Inspection Project for Food Delivery Platforms and Cloud Kitchens.” One finding directly related to delivery riders was a random inspection of the delivery equipment and hygiene practices of 10 delivery riders, all of whom passed the inspection. These are the results of the random inspections conducted as part of this project in Chiayi City; they do not indicate that all delivery riders or all delivery equipment across Taiwan have been inspected.

What was checked during the random inspection of food delivery drivers?

The Department of Health noted that inspections of the delivery process include the conditions inside and outside the insulated boxes, hand hygiene, and whether hot and cold meals are properly separated. All 10 delivery riders inspected passed these requirements. For delivery riders handling daily orders, this checklist also provides guidance on what to check before accepting an order and after picking up the food: whether the inside and outside of the insulated box are clean, whether their hands are clean, and whether hot and cold meals are stored separately.

The Food and Drug Administration’s Food Safety Weekly Report from March of this year further states that delivery platforms should inspect their equipment and maintain cleanliness before making deliveries; during transport, delivery containers should be sealed and insulated, meals should be fully wrapped, and time and temperature controls should be strictly enforced. These are key hygiene management points for the platform and the delivery process; the fact that 10 out of 10 people passed a random inspection in Chiayi City should not be interpreted to mean that every single order is free of food safety risks.

Restaurant operators and test results should not be conflated with food delivery drivers.

Other figures published in the same report pertain to different inspection subjects. The Chiayi City Health Bureau inspected 17 businesses within its jurisdiction; three of them had already ceased operations. The remaining 14 had some hygiene deficiencies during the initial inspection, but after being notified to make corrections within a specified timeframe, they were all found to be in compliance during follow-up inspections. A total of 54 food labeling inspections were conducted, and all results were found to comply with regulations.

A total of 14 samples of ready-to-eat foods or related ingredients were tested: one sample of iced black tea and one sample of grass jelly with honey initially tested positive for coliform bacteria levels exceeding the limit; after the businesses were notified to make corrections, retesting confirmed they met standards; the remaining 12 samples complied with regulations. These are the results of business inspections and food testing; the original announcement did not attribute the deficiencies or initial non-compliance to delivery personnel, so it cannot be inferred that contamination was caused by the insulated boxes or the delivery process.

How can I use this information while out on a delivery?

If you’re preparing to make deliveries today, first check the inside and outside of the insulated box for any residual liquid, stains, or odors; wash your hands before and after handling meals to avoid contaminating the outer packaging when touching meal bags; when transporting both cold and hot meals in the same box, ensure they are properly separated and that the meal packaging remains intact. If you discover damaged or leaking packaging, you should first follow the established procedures of the platform and the restaurant rather than directly delivering the questionable meal to the customer. These self-inspection guidelines are compiled based on the official checklist and do not imply that Chiayi City has issued new, item-by-item operational regulations.

For consumers, the Chiayi City Health Bureau also advises checking that the outer packaging is intact when picking up orders and consuming the food as soon as possible. Delivery riders should make it part of their daily pre-shift routine to inspect their delivery boxes, hands, and the compartments separating hot and cold items; however, the conclusion that this initiative met standards should be strictly limited to the 10 delivery riders who were randomly selected for inspection.
