Act before delivery

If a paper bag is already wet at the bottom, liquid is escaping from a drink lid or a seal looks loose at pickup, do not simply put it in the insulated box and leave the problem until arrival. Food passes from the shop to the rider and then to the customer; its packaging can affect whether other meals become contaminated. This article separates practical checks and communication into three stages: pickup, transport and handover. Refunds, cancellations and remaking a meal must follow the actual platform and shop procedures. Do not assume which party has to pay.

Ask the shop to check a leaking, damaged or loosely sealed bag. If a problem appears during transport, stop safely first. At handover, describe only what you have seen.

Check the outer bag for obvious holes, loose seals, leaks or crushing, and look for liquid escaping from soup or drink containers. This is an external inspection, not a reason for riders to open sealed containers and inspect the food. If something looks wrong, tell the shop while you are still there and before loading the order into the delivery box. Ask the shop to check and deal with the packaging. Wiping away leaked liquid and carrying on does not fix a container that is still leaking or contamination that may already have reached other meals.

Article 25 of Taiwan’s Regulations on Good Hygiene Practice for Food requires food delivery platforms to use sealed, insulated delivery boxes, inspect and clean equipment before delivery, keep food fully covered during transport and take measures against contamination and sharp temperature changes. These provisions concern hygiene management of platform delivery services. Promptly reporting obvious packaging problems is a practical way for riders to help reduce risk. The rule should not be reduced to a claim that riders must repackage every damaged bag themselves.

If you smell spilled soup, notice liquid moving inside the box or find that a bag is becoming wet, do not open the delivery box while riding. Stop in a lawful, safe place first. Check whether a single container has overflowed or whether liquid has reached other packaging and the inside of the box. If needed, record the order, time and visible condition, then report it through the support or order-problem channel of the platform you are actually using. Follow its response; do not assume that redelivery, a refund or cancellation is guaranteed.

If food has spilled inside the box, clean the contaminated area before loading the next order. Stacking a leaking bag directly against clean meals can contaminate packaging that was intact. A clean box, fully covered food and avoiding sharp temperature changes are all hygiene matters covered by Article 25. When cleaning, also avoid leaving cleaning-product residue on surfaces that may touch food bags.

The health bureau recently reminded customers to check delivered-food packaging for damage and leaks. If a rider notices a problem only just before handover, describe the visible condition honestly and follow the platform’s reporting process. Without being able to inspect the food, do not assure the customer that everything inside is fine. Do not open the package or replace its seal yourself, as that makes the original handover condition harder to establish.

If a packaging complaint arrives after delivery, first check the order, handover time and any record of the visible condition you kept, then respond through the platform’s and shop’s official channels. The aim is to establish facts and help resolve the problem, rather than automatically blaming the shop, rider or customer. If the dispute concerns whether the food is fit to eat, let the shop, platform and, where necessary, the health authority assess the actual circumstances. Riders should not make their own food-safety determination.
