According to Ministry of Transportation Regulation No. 168, when a vehicle is approaching a crosswalk and pedestrians are crossing, the driver must come to a stop and yield to pedestrians, regardless of whether there is a traffic signal or a traffic officer directing traffic. Drivers should also slow down when approaching crosswalks without traffic signals.

When approaching an intersection, look up first to check for pedestrians, turning vehicles, and obstructions; make sure you can stop safely before proceeding. How to Deal with Time Pressure
