Updated: October 10, 2026. While making delivery runs in downtown Taipei today, I found that I couldn’t simply follow my usual navigation route around the Presidential Office. The Taipei City Police Department announced that traffic restrictions for the National Day celebration began in phases last night and were expanded this morning; following the ceremony, vehicle restrictions will remain in effect on Ketagalan Boulevard and surrounding roads for the National Day reception. Restriction times may be adjusted earlier or later depending on on-site conditions. Here are the key points to keep in mind before heading out on a delivery.
Morning: Traffic restrictions around the Presidential Office will be implemented in two phases
The Taipei City Police Department’s Traffic Police Division announced that during Phase 1, from 10:00 p.m. on October 9 to 1:00 p.m. on October 10, access for people and vehicles will be restricted in certain areas near the Presidential Office Building. During Phase 2, from 12:00 a.m. to 1:00 p.m. on October 10, the restricted area will be expanded; in principle, only vehicles will be restricted, not pedestrians; however, restrictions on both pedestrians and vehicles will remain in effect within the Phase 1 area. In other words, the phrase “restrictions on vehicles, not pedestrians” should not be interpreted to mean that the entire restricted area is accessible on foot.
The expanded area covers several roads south of Taipei Main Station, around the Presidential Office Building, and near the Chiang Kai-shek Memorial Hall; the boundaries and whether specific road segments are included vary. If your pickup or delivery location is within the core area of Zhongzheng District, please check firstThe complete road boundaries as originally announced by the police...Do not rely solely on the fact that a location is “next to the Presidential Office” to determine whether you can pass through. The police also stated that 25 checkpoints will be set up starting at 7:00 a.m. on the 10th, with flexible traffic controls in place at some outlying intersections; the situation on the ground may differ from what your navigation app shows before you leave.
Afternoon: Road closures due to the cocktail reception and follow-up events
The conclusion of the event does not mean that Kaidao will immediately reopen to general traffic. An announcement updated on October 8 by the Zhongzheng First Precinct of the Taipei City Government Police Bureau states that from 1:00 p.m. to 8:00 p.m. on October 10, due to the National Day reception, traffic restrictions will be in effect on Ketagalan Boulevard between Chongqing South Road and Zhongshan South Road, the section of Guiyang Street between Chongqing South Road and Zhongshan South Road, as well as the designated sections of Changde Street, Gongyuan Road, and Huaining Street. The boundaries of these restricted areas are as originally announced and may be adjusted earlier or later depending on the situation.
The same announcement noted that traffic restrictions will remain in effect on October 11, affecting sections of Ketagalan Boulevard, Park Road, and Huaining Street; in addition, work to dismantle an archway is underway, and the related restrictions are expected to be lifted by 6:00 a.m. on October 12. Therefore, if you receive orders today that span into tomorrow or are scheduled for early tomorrow morning, do not assume that Ketagalan Boulevard has been fully reopened.
How do delivery drivers decide whether to accept orders today?
First, check whether the pickup location and delivery destination are within or near the officially announced restricted area, then verify if the estimated route will pass through any checkpoints. The police recommend that east-west traffic use Zhongxiao East/West Road, Shimin Boulevard, or Heping East/West Road; for north-south traffic, consider Zhonghua Road, Xining South Road, Huanhe South Road, Hangzhou South Road, Jinshan South Road, or Xinsheng South Road. However, these are only suggested alternative routes; there is no guarantee that every road will be clear at all times, and traffic at outlying intersections may still be managed flexibly depending on traffic conditions.
If the delivery address is within the restricted area, do not force your way on a motorcycle up to the barricade, and do not assume you can walk through the restricted area to deliver the order. The safest approach is to first follow the platform’s established procedures to confirm a viable delivery method and location, and if necessary, check with on-site police officers to confirm the boundaries of the restricted area. If delivery is not possible, follow the platform’s established procedures for handling exceptional orders. When making last-minute route changes or contacting someone, park your vehicle securely before using your phone. Traffic control information is subject to same-day adjustments; on-site signage and the directions of police officers and volunteer traffic controllers take precedence.
